This Decree stipulates the authority, order, and procedures for performing tasks and powers in the fields of agriculture and environment (except for the land field) prescribed in laws, resolutions of the National Assembly, ordinances, resolutions of the National Assembly Standing Committee, decrees of the Government, and decisions of the Prime Minister that need to be adjusted to implement decentralization and delegation of power.
The Government has just issued Decree No. 136/2025/ND-CP regulating decentralization and delegation in the fields of agriculture and environment.
This Decree stipulates the authority, order and procedures for performing tasks and powers in the fields of agriculture and environment (except for the land sector) prescribed in laws, resolutions of the National Assembly, ordinances, resolutions of the National Assembly Standing Committee, decrees of the Government, and decisions of the Prime Minister that need to be adjusted to implement decentralization and delegation.
In particular, the Decree clearly states the provisions on decentralization and delegation in the fields of cultivation and plant protection (Chapter II); livestock and veterinary medicine (Chapter III); aquaculture and fisheries control (Chapter IV); forestry and forest protection (Chapter V); irrigation (Chapter VI); water resources (Chapter IX); environment (Chapter XI); nature conservation and biodiversity (Chapter XIII); hydrometeorology (Chapter XIV); integrated management of resources, protection of the marine and island environment (Chapter XV); remote sensing (Chapter XVI);
Decentralization in the field of agricultural, forestry and fishery product quality management (Chapter VIII).
Decentralization in the field of dikes (Chapter VII); geology and minerals (Chapter X); climate change (Chapter XII); surveying and mapping (Chapter XVII).
